It seems not only the pads are missing but also the surface part of the connecting rails have been teared away. They all go directly to the processor, thus there’s no place to bridge them. Board can be trashed, not recoverable.
The solution would be to find out where the pads go and run jumpers. It shouldn’t be that difficult as they look like the outside pads. It only gets time consuming when the middle pads are missing and you have to turtle the chip.
