The screen looks mostly normal but maybe 1/5 of the screen is white with lines flickering through. I don’t know if the digitizer just needs to be replaced or what.
Digitizer is the touch screen of the iPad and is part of the glass. Sometimes reseating, cleaning the LCD cable might fix the issue. I think 4th gen LCD requires replacing as it is most likely damaged and LCD cable isn’t replaceable as it’s ribbon cable.
